In compliance with the Public Procurement Act 2007 (as amended) the management of Nigerian College of Aviation Technology (NCAT), Zaria has appropriated funds in its 2017 FGN Budget and wishes to apply part of it for the procurement Works, Goods and Services. The College therefore invites interested competent, reputable and qualified contractors to tender for the under listed contracts.

All bids must be accompanied with the following:

1.      Evidence of registration or incorporation with Corporate Affairs Commission (CAC) which must include the original CTC at registration within the last six (6) months;

2.      Certified true copy of memorandum and article of association with CAC forms  CAC02 & CAC07 inclusive (where applicable).

3.      Letter of Authorization from Original Equipment Manufacturer (OEM)

4.      Catalogue of Equipment to be supplied from the Original Equipment Manufacturer (OEM)           

5.      Current Company Tax Clearance Certificate for the last 3 years (2015, 2016 and 2017) in case of a Nigerian Company.

6.      Updated Value Added Tax Registration Certificate (VAT) and evidence of VAT remittance in the last three years (2015, 2016 and 2017).

7.      Refundable Bid Security of 2% of Bid Sum in Bank Guarantee, valid for 180 days.

8.      Evidence of financial capability to execute the project. Bank reference and a letter of credit for the execution of the contract if eventually won.

9.      Evidence of firm`s corporate registration with professional bodies.

10.  Annual Turnover and Audited statement of Accounts of the company for the past three (3) years (2015, 2016 and 2017);

11.  Company profile of firm with curriculum vitae of key personnel showing verifiable evidence of their academic, professional qualifications and experience including membership of professional regulatory bodies.

12.  Verifiable evidence(s) of successful completion of similar works within the past five (5) years

            and attached copies of letters of awards and certificates of successful completion;

13.   Evidence of NSITF Compliance expiring December, 2018

14.  Current Certificate of Compliance issued by the National Pension Commission, as evidence of compliance with Pensions Reforms Act 2004 expiring December, 2018

15.  Current evidence of registration on National Database of Contractors, Consultants, and Service Providers by submission of Interim Registration Report issued by the BPP.

16.  Current Certificate of Compliance issued by Industrial Training Fund (ITF) in compliance with Section 6(1-3) of the ITF amendment Act 2011 expiring December, 2018.

17.  In compliance with the Executive order 003 of 2017 on support for local content in public procurements, NCAT is committed to providing opportunities for indigenous capacity development and utilizations. To ascertain prospective contractors commitment in the Nigerian content, the following documents must be submitted:

i.                    Evidence of physical operational presence and set up in Nigerian

ii.                  Current organization structure with evidence of the percentage of the management that are Nigerian nationals and the percentage of the total workforce that are Nigerians

iii.                Nigerian content plan for the works, goods and services to be provided using Nigerian resources.

iv.                Number of new jobs to be created by this opportunity.

v.                  Further innovative proposal that would enhance Nigerian Content for the contract execution programme.

18.  Sworn Affidavit disclosing as follows:

?That all information and documents submitted are not only correct but genuine.

?That none of the Company’s Directors has ever been convicted by any Court of law.

?That none of the Company’s Directors or the Company is bankrupt.

?Whether or not any of the Officers of NCAT, FMA or BPP is a former or present Director of the Company.

19.  Evidence of registration with the Financial Reporting Council of Nigeria (FRC).



1.      All documents submitted will be subjected to verification from the relevant agencies.

2.      All company letter head for submission of tender must comply with the Federal Government Circular which clearly states that the following must be on the letter head of every company  intending to do business with government:-

(i)                 The registration number (RC) as issued to the company by Corporate Affairs Commission (CAC).

(ii)               A valid contact telephone number.

(iii)             A valid e-mail address.

(iv)             The names and nationalities of the Directors must be at the bottom end of the letter headed paper.

3.      Only technically qualified companies will be allowed to participate in the competitive tender.

4.      Bids can only be submitted within working hours.  (8.00am-4.00pm)

5.      This advertisement shall not be construed as a commitment on the part of NCAT nor shall it entitle responding bidders to seek any indemnity from the College by virtue of such bidder having responded to this advertisement.

6.      Late submission will not be entertained.



Interested Contractors are to pay a non-refundable fee of N30,000.00 to the Bursary Department as pre-requite for collection of Tender Documents. Tender Documents will be collected by hand from the procurement office.



Bids must be submitted to the address below on or before 12.00 noon, on Thursday,            22nd February, 2018 in two (2) separate sealed envelopes and marked “TECHNICAL BID FOR LOT…..” and “FINANCIAL BID FOR LOT…..” at the top left hand corner of each envelope with the company name indicated at the back of each envelope. Both envelopes should be sealed and placed in a third envelope marked with the lot number at the top right hand corner and addressed to:

Submission of the bids shall close at 12.00pm, Thursday, 22nd February, 2018. Technical Bids shall be opened on  Thursday, 22nd February, 2017 at 12.00 noon at the ATS/COM School lecture theater in front of bidders who choose to attend.
